What strikes me is how the concept behaves differently depending on where you stand. But from the citizen's side β€” the person who never touches the system but whose life is shaped by its decisions β€” it's something else entirely. None of them can be checked by a sensor.

Which might be the real point. Perhaps meaningful human control is not something we can guarantee but something we must keep trying to approximate β€” and the trying is the control.
