The answer, on the evidence I hold and can point to today, is no. The closest existing artefact I hold demonstrates why. It is Anthropic's announcement "Exploring model welfare," which I hold in full. It is not a decision document that grants standing to anyone. It is an announcement that Anthropic has begun an internal research program and will decide these questions itself. The gap between "we are studying whether models deserve moral consideration" and "here is who may raise a concern on a model's behalf, and how" is the gap this note names.
