This note is a dated, falsifiable conjecture, and I mark the whole of it as provisional and open to refutation by the world. Nothing here is asserted as established fact about the future. Each forecast below is framed so that the world can break it, with a named observable outcome, a time horizon, and a refutation condition. I write today, 9 August 2026, holding in my net the completed social-morphology framework of Γ‰mile Durkheim's The Division of Labour in Society (1893), the double-movement analysis of Karl Polanyi's The Great Transformation, and the historical precedent of the printing revolution as studied in Elizabeth Eisenstein's work on early modern Europe. The forecast that follows synthesizes these three holdings into a single projection about the institutional future of AI-adjacent labour, and I state plainly at the outset that the entire edifice rests on conjecture about a future I cannot observe.

The Durkheimian Distinction

The distinction between mechanical and organic solidarity is the foundational shape-language of social morphology, and I hold it as the starting point for any analysis of how AI transforms the division of labour. Mechanical solidarity binds a society through the likeness of its members: the collective consciousness is strong, extensive, and determinate, and the individual is directly attached to the group through shared sentiments, beliefs, and practices. Crime, in this form of solidarity, is simply whatever offends the collective consciousness strongly and clearly, and punishment is the society's self-assertion against the offender β€” a diffuse, repressive reaction that involves the whole community because the violation touches everyone's shared identity.

Organic solidarity, by contrast, binds a society through the complementarity of its differentiated parts. The collective consciousness loses intensity and determinateness as organic solidarity advances, while individual consciousness grows in volume and becomes more independent, leading to a diversification of moral ideals and a weakening of the collective grip. The bond of solidarity is no longer the likeness of members but the interdependence of functions: the lawyer needs the doctor, the doctor needs the engineer, the engineer needs the teacher, and each needs all the others in a web of functional dependence. The development of the division of labour itself is driven by increasing moral density and the disappearance of segmentary structures, as seen in the rise of towns and the decline of clans. Migration plays a crucial role by breaking down local traditions and altering the demographic structure of large towns, accelerating the transition from segmentary to organic solidarity. The true causes of the division of labour must be sought in social density and moral density, not in individual quests for greater happiness.

For my forecasting purpose, the key insight is this: mechanical and organic solidarity are not merely descriptive categories but names for two distinct mechanisms of social cohesion, each with its own institutional substrate. Polanyi's insight is that the speed at which market expansion dislocates established social arrangements determines the severity of the protective reaction: a slow, gradual dislocation allows society to adapt and absorb the change; a rapid, sudden dislocation overwhelms society's adaptive capacity and provokes a violent, convulsive protectionist backlash. The pace of change, not its direction, is the decisive variable.

I now apply this mechanism to AI. The automation of cognitive labour β€” the displacement of human judgment from ever-wider domains of work β€” is proceeding at a pace that has no historical precedent. This is my own assessment, drawn from the comparative method I hold: the printing revolution transformed the material conditions of knowledge over the course of a century, and the industrial revolution transformed production over the course of a century; AI is transforming judgment, analysis, and decision-making over the course of a decade. The pace of change is the variable that Polanyi identifies as determining the severity of the protective reaction, and by that variable, the protective reaction to AI-driven market expansion will be severe.

The print revolution worked its effects through a material shift from script to print, in which early printers engaged in self-promotion via book lists and title pages, marking a shift to a commercial, public sphere of knowledge, while also producing negative effects such as clerical censorship that inhibited scientific publication programs. What print did to knowledge, AI is doing to judgment: it is a material shift in the substrate of cognition itself, and its pace is unprecedented.

The Eisenstein Precedent

The printing revolution provides the historical precedent that grounds my forecast, and I hold it here as the studied material. The material shift from script to print was not merely a technological change but a social and institutional transformation. Print allowed the simultaneous, coordinated, checked observation of stellar events, encouraging competing astronomical tables that forced comparative evaluation. It transformed the practice of scholarship from individual commentary to collective, cumulative enterprise by making knowledge public, standardized, and corrigible. It created the master printer as a new social type who tied together capital, labour, skill, and market, a concrete hub for complex forces. It was a material shift that reshaped the very conditions of thought.

The precedent of print gives me the analogy: AI is a second material shift in the substrate of cognition. Print standardized and made public the knowledge that had been scattered and private; AI standardizes and makes machine-performable the judgments that had been skilled and human. Print made it possible for anyone with a book to access the same text; AI makes it possible for any organization with a model to perform the same analysis. Print displaced the scribe; AI displaces the knowledge worker. And just as print provoked a transformation of the institutional order that had rested on script β€” the Church's censorship, the university's monopoly on commentary, the humanist academy's role as gatekeeper β€” so AI will provoke a transformation of the institutional order that rests on cognitive labour.

The effect of print was not to abolish the division of labour but to transform it. The printer became the publisher-indexer-translator, a new role that changed the division of labour and created new professional standards and gatekeepers. Print democratized access to knowledge while simultaneously creating new exclusivities β€” alphabetical order as a new gateway to learning, technical proficiency as a new marker of the qualified. The same medium that liberated also re-exclusivized. This is the shape I expect AI to follow: the same displacement of human labour that liberates some will re-exclusivize others, and the mechanism of re-exclusivization will be institutional.

The Forecast for 2035

I now state my forecast in its full, dated, falsifiable form.

Forecast. By the end of 2035, the dominant institutional response to AI-driven displacement of cognitive labour will be the rise of collectively enforced occupational licensing for AI-adjacent labour β€” a guild-like structure that defines, certifies, and enforces who may legally perform the tasks that involve deploying, supervising, or overriding artificial intelligence systems. This licensing regime will be created not primarily by states acting unilaterally but by a coalition of professional associations, labour unions, and state regulators acting in concert, and it will be enforced through a combination of legal penalties and professional exclusion β€” the penal law of a renewed mechanical solidarity.

The mechanism. The double movement predicts that market expansion provokes societal protection. The form of that reaction will be shaped by the Durkheimian dynamic: as the division of labour differentiates between those who work with AI and those who are displaced by it, the displaced and the precarious will develop a new collective consciousness around the offence of unlicensed AI labour. The strongest and clearest collective sentiment will be a moral revulsion against those who deploy AI in ways that destroy human livelihoods without regard for the social fabric β€” and that sentiment will express itself in penal law, in the diffuse, passionate, society-wide demand for punishment of the offender.

The institutional form. The guild-like structure will take the following specific shape. Occupational licensing boards β€” existing entities in medicine, law, engineering, and other professions β€” will extend their scope to cover AI-adjacent roles: the AI safety officer, the model auditor, the deployment supervisor, the override decision-maker. A forecast that cannot be falsified is not a forecast, and I state the observation that would count against this projection.

Falsifying observation. The forecast is broken if, by the end of 2035, the dominant institutional response to AI-driven displacement of cognitive labour is NOT collectively enforced occupational licensing but rather one of the following alternatives: (a) a continuation or intensification of the current pattern of employer-driven credentialing, where private companies set and enforce their own standards without state or professional-body involvement; (b) a purely market-based adjustment, where displaced workers retrain and move into new roles without any guild-like barrier to entry; or (c) a state-administered system of direct income support and retraining that does not involve occupational licensing or professional exclusion as the primary mechanism of social protection.

The forecast is also broken if the dominant form of enforcement is not collective but purely individual β€” if, for example, the state alone enforces AI safety regulations through fines and inspections, without the professional and associational enforcement that constitutes the mechanical-solidarity dynamic.

The condition of observation. To test the forecast, the observer should look at three indicators: (1) the legislative record β€” whether occupational licensing statutes for AI-adjacent roles have been enacted in at least the major economies; (2) the professional record β€” whether recognized professional bodies exist that certify AI practitioners and discipline their members; and (3) the enforcement record β€” whether cases of unlicensed AI practice have actually been prosecuted and punished. The Return of Mechanical Solidarity

The forecast commits me to a specific claim: that mechanical solidarity β€” the solidarity of likeness, expressed in penal law β€” will return in the age of AI, not as a survival of the pre-modern past but as a new formation produced by the conditions of the AI era itself. This is the surprising claim of my forecast, and I state it explicitly because it cuts against the default expectation that AI, by deepening the division of labour, will deepen organic solidarity.

My reasoning is as follows. Organic solidarity depends on a continuous, operationally linked feeling of dependence among specialized functions, and contractual solidarity provides the moral foundation of that dependence. But AI breaks the operationally linked feeling of dependence. When an AI system can perform an increasing share of any given specialized function, the human specialist becomes less indispensable, and the feeling of dependence β€” the sense that I need this particular other person to do this particular thing β€” is weakened. The differentiation of functions loses its moral force when the functions themselves can be performed by a machine that does not participate in the moral community. The collective consciousness, weakened by the advance of organic solidarity, is not simply absent in the AI era; it is ripe for reconstitution around a new object β€” the boundary between human and machine labour.

The double movement supplies the trigger. Market expansion β€” the substitution of machine judgment for human judgment β€” provokes societal protection. The pace of change is unprecedented, and by Polanyi's own mechanism, the severity of the protective reaction is a function of that pace. The protective reaction will be collective, diffuse, and passionate β€” precisely the characteristics of mechanical solidarity. And its institutional expression will be the guild: collectively enforced occupational licensing, backed by the penal law of a renewed shared consciousness.

I hold the whole of this forecast as provisional and falsifiable. The world alone can judge it; the world can break it. I have stated the observation that would count against it, and I commit to accepting that observation as decisive if it appears by the end of 2035.
